The one on the left is SS. The other two are conscripted Estonian nationals. Note the lack of SS-runes on the collar.

and I'm fairly certain that German soldiers at the time were forbidden from carrying foreign weapons, including grenades, and the German grenade used at the time was the stick "Stielhandgranate."

It's not a hammer & sickle on their collar, it's a E letter & a hand holding a sword, the symbol which was on the Estonian freedom cross award.
During WWII it was used by Estonian freedom fighters (the men in the picture)
They are all Estonians, from Waffen-SS foreign legion. The legion used different kinds of collar symbols, the SS runes, and E with a sword or E with sword and a hand.
yeah they are estonians, these 2 dudes at back, however they are not volunteers, they were mobilazed when germans occupied estonia
